Performance Indicator



The Logistics Performance Index (LPI) is a comprehensive index created to help countries identify the challenges and opportunities they face in trade logistics performance.



Published by The World Bank every two years, the Logistics Performance Indicator (LPI) is the weighted average of the country scores on the six key dimensions:

  • Efficiency of the clearance process (i.e. speed, simplicity and predictability of formalities) by border control agencies, including customs;
  • Quality of trade and transport related infrastructure (e.g. ports, railroads, roads, information technology);
  • Ease of arranging competitively priced shipments;
  • Competence and quality of logistics services (e.g., transport operators, customs brokers);
  • Ability to track and trace consignments;
  • Timeliness of shipments in reaching destination within the scheduled or expected delivery time.

The country ranking in the World Bank’s Logistics Performance Index 2010 reveals that USA, Germany, Japan and Republic of Korea rank ahead of PRC. The study benchmarked the logistics performance of 155 countries based on a survey of global freight forwarders and express carriers across seven logistics dimensions: customs, infrastructure, international shipments, logistics competence, tracking and tracing, and timelines.



On a score out of five, Germany was ranked 1st, Japan 7th, the United States 15th, Republic of Korea 23rd and Afghanistan 155th. PRC, a middle income country was at 27th position, a better standing compared with countries in higher income groups such as oil producing countries, However, PRC trailed all four comparators on all six dimensions.
  • Germany tops 2010 Logistics Performance Index as best-performing country; Brazil, PRC, Bangladesh and Uganda move up.
  • Survey of 1,000 international freight-forwarders conducted during global financial crisis.
  • Country Logistics Councils enlist representatives from transport, customs, government agencies and the private sector to fix trade bottlenecks.
