2012 Annual Report [PDF]
The new Accountability Mechanism became effective on 24 May 2012 after a full-scale review of the 2003 version. The review resulted in clearer and closer collaboration between the functions of problem solving—handled by the Office of the Special Project Facilitator (OSPF)—and those of compliance review by the Office of the Compliance Review Panel (OCRP). This report marks the first joint Accountability Mechanism Annual Report of the OSPF and OCRP in the spirit of promoting synergy in the new Accountability Mechanism. It outlines complaint-related activities of the OSPF and OCRP in 2012 and touches on its outreach and the information-sharing initiatives of the new Accountability Mechanism.

The year 2011 was a productive year for the Compliance Review Panel (CRP). The fifth and final annual monitoring of remedial actions for the Southern Transport Development Project in Sri Lanka-the first compliance review request to complete the full compliance review phase under the 2003 Accountability Mechanism of the Asian Development Bank (ADB) was concluded. The involvement of the CRP in this monitoring phase of the compliance review has (i) made ADB staff more aware of the safeguards policy and the need for better coordination with the government in its implementation; (ii) made ADB pay more attention to land-use planning and urban development; (iii) sparked improvements in the grievance redress mechanism within the project; and (iv) produced ideas for new, ongoing, and future road development projects in Sri Lanka.

The year 2010 was important for the Compliance Review Panel (CRP). Two issues dominated their agenda: the review of ADB’s compliance in relation to the Fuzhou project in the People’s Republic of China (PRC) and the joint Board and Management review of the ADB Accountability Mechanism (AM). In addition, the CRP concluded the fifth and final annual monitoring of the remedial actions for the Chashma project in Pakistan and conducted its fourth annual monitoring of remedial actions for the Southern Transport Development Project in Sri Lanka.

This annual report of the Compliance Review Panel (CRP) summarizes requests for compliance review in 2009, the monitoring of ongoing compliance review cases, the activities of the Office of the Compliance Review Panel (OCRP) in convening outreach and consultations with stakeholders and international financial institutions (IFIs), and the strengthening of the Accountability Mechanism at the Asian Development Bank (ADB).

During 2008, the Panel has continued to pursue its mandate, primarily through the ongoing monitoring of its two compliance review cases—the Chashma Right Bank Irrigation Project (Stage III) in Pakistan, and the Southern Transport Development Project (STDP) in Sri Lanka—and through its outreach activities.

In 2007, the CRP continued to monitor the implementation of the Board-approved remedial actions on the Chashma Right Bank Irrigation Project (Stage III) in Pakistan and the Southern Transport Development Project (STDP) in Sri Lanka, and issued Annual Monitoring Reports in November and December, respectively. Two new claims were received by the Special Project Facilitator under the Mechanism in 2007. The CRP did not receive any new requests in 2007.

In 2006, the CRP continued to monitor the implementation of the Board-approved remedial actions on the Southern Transport Development Project (STDP) in Sri Lanka and the Chasma Right Bank Irrigation Project (Stage III) [Chasma Project] in Pakistan, and issued annual monitoring reports in July and August, respectively. Six new claims were received under the Mechanism in 2006. No new request was received by the CRP in 2006.

In 2005, the CRP completed the investigation of the Southern Transport Development Project (STDP) in Sri Lanka and began its monitoring of remedial actions on the Chashma Right Bank Irrigation Project (Stage III) in Pakistan. The year was also notable for the honor accorded to ADB to host the 2nd meeting of International Accountability Mechanisms.

In 2004, the CRP met 3 times at ADB Headquarters in Manila to finalize the CRP operating procedures, and the CRP and OCRP administrative procedures; familiarize themselves with ADB operations through in-house seminars and meetings; and determine the eligibility of the 2 requests received and registered.
